Terms of Reference for Reviewing Demographic Dividend Scorecard and Preparing Policy Brief

 

Background

 

The Ethiopian Academy of Sciences (EAS) is collaborating with Johns Hopkins University (JHU) in the preparation of a demographic dividend (DD) scorecard. The Scorecard is aimed to serve as a tool that will allow local policy makers, scientists and advocates to track the implementation of DD-favorable policies, measure and monitor the country’s DD progress and identify policy gaps and investment priorities according to the demographic characteristics of the country in a timely manner. The DD Scorecard, is prepared using a combination of three components: i) Quantitative analysis; ii) Policy space analysis; and iii) Qualitative analysis The score report and policy review for Ethiopia is focused on the four key DD elements: family planning, maternal and child health, education and women’s empowerment, and employment.

 

The Academy seeks to assign a team of 3 – 4 experts to contribute to the preparation and contextualization of the Scorecard to ensure that all components of the Scorecard are suited for Ethiopia’s context.

 

The Experts will work with EAS to ensure that each component of the Scorecard is tailored for Ethiopia’s context by conducting a thorough review of the scorecard framework and draft country report at key stages of the Scorecard preparation. Experts will then prepare a policy brief based on the report and scorecard results and in consultation with key stakeholders working on pillars of the demographic dividend.

 

Duties and Responsibilities

The Experts will work with EAS to ensure that each component of the Scorecard is tailored for Ethiopia’s context by conducting a thorough review of the scorecard framework and draft country report at key stages of the Scorecard preparation. The Experts will then prepare a policy brief based on the report and scorecard results and in consultation with key stakeholders working on pillars of the demographic dividend. More specifically, Experts will:

  • Provide critical and thorough review of the DD scorecard development methodology and literature findings
  • Review the DD scorecard at key stages (Mock up and iteration) and provide feedback
  • Review the DD Effort Index questionnaire, provide feedback at key stages
  • Prepare a policy brief for Ethiopia, based on the DD scorecard result and review of policies and in consultation with stakeholders
  • Work with EAS to develop the DD scorecard dissemination plan, suggest potential opportunities for the dissemination; and pilot the DD scorecard with stakeholders
  • Participate on the meetings and trainings related to the DD score card project
  • Work with EAS to plan the local launching of the DD scorecard
  • Communicate the gaps identified and the lessons learned with the project team

Deliverables and timeframe

  • Review report of DD scorecard development methodology, literature search findings and the DD scorecard report at key stages (Ten days for each)
  • Submission of the DD Effort Index questionnaire review and its pilot test report (Two weeks)
  • Submission of documentation on the gaps identified and lessons learned (Two weeks)
  • Preparation and submission of policy brief (One month)

 

Qualifications

  1. Family planning and maternal & child health Expert
  1. Education Expert
  1. Gender Expert:
  • A minimum of a Master’s degree in gender studies, development studies, law, human rights, public policy, or a related field
  • A minimum of 7 years of experience in research in gender and development, policy analysis
  1. Economist
  • A minimum of a Master’s degree in economics, labor economics, development studies, or related field
  • A minimum of 7 years of experience in development economic policy analysis, labor market research

Technical and other skills

  • Excellent analytical skills; gathering, analyzing and interpreting data
  • Ability to produce high quality research reports under tight timeframes
  • Keen attention to detail to analyze large volumes of data and documents
  • Excellent knowledge of both written and spoken English 
  • Demonstrated skill on research and policy analysis in the area of population would be preferred.
