Overview

The University Autonomous Governance Initiative aims to strengthen the governance and academic independence of Ethiopian public universities. The project focuses on empowering institutions with decision-making authority, ensuring accountability, enhancing research excellence, and improving overall educational quality.

Objectives

  • Enhance Institutional Autonomy: Enable universities to manage academic, financial, and administrative affairs independently.
  • Improve Governance Frameworks: Develop policies that support transparent and efficient governance.
  • Foster Academic Freedom: Encourage an environment that supports critical inquiry and research without external interference.
  • Capacity Building: Train university leaders, faculty, and administrators in best practices for autonomous governance.
  • Strengthen Partnerships: Promote collaboration between Ethiopian universities, international institutions, and government bodies.

Implementation and Scope

This project is a response to the U.S. Embassy Public Diplomacy (PD) Section's call for proposals. It will support ten leading Ethiopian universities in transitioning to autonomous governance, as mandated by the Universities Autonomy Proclamation No. 1294/2023.

The ten universities involved include:

  • Adama Science and Technology University
  • Addis Ababa Science and Technology University
  • Addis Ababa University
  • Arbaminch University
  • Bahir Dar University
  • University of Gondar
  • Haromaya University
  • Hawassa University
  • Jimma University
  • Mekelle University

The project will be implemented through workshops, field visits, consultations, and capacity-building training. Experts from U.S. universities and the Ethiopian Academy of Sciences will facilitate the training.

Funding and Coordination

The total project cost is estimated at USD 705,094.60, with funding contributions as follows:

  • U.S. Embassy Public Diplomacy Section: USD 521,994.60
  • Participating Universities: USD 183,100.00

EAS will coordinate the project through a dedicated team of senior project officers, ensuring smooth implementation and progress monitoring.

Conclusion

The initiative will lay the foundation for the successful transition of Ethiopian public universities to autonomous governance. The ten participating universities will gain firsthand experience in managing their institutions independently, setting a precedent for other universities in Ethiopia to follow. The long-term impact will be a more innovative, accountable, and high-performing higher education sector in Ethiopia.
